Burnley and Blackburn, neighbouring towns in East Lancashire, share a history deeply rooted in the textile industry that once made the region one of the manufacturing powerhouses of the world.

According to the English Indices of Deprivation, Burnley ranks as the fourth most deprived local authority district in England, while Blackburn with Darwen ranks 11th, placing both within the most deprived 10% of authorities nationally. Around 40% of neighbourhoods in Burnley and more than 37% in Blackburn with Darwen fall within the most deprived decile of neighbourhoods in the country.
